The Extent of Collective Bargaining and Workplace Representation: Transitions between States and their Determinants. A Comparative Analysis of Germany and the United Kingdom,
(Sep 2009), Industrial relations are in flux in many nations, perhaps most notably in Germany and the United Kingdom. That said, comparatively little is known in any detail of the changing pattern of the institutions of collective bargaining and worker representation in Germany and still less in both countries about firm transitions between these institutions over time. The present paper maps changes in the importance of the key institutions, 1998-2004, and explores the correlates of two-way transitions, using successive waves of the German IAB Establishment Panel and both cross-sectional and panel components of the U.K. Workplace Employment Relations Survey. We identify the workplace correlates of the demise of collective bargaining in Britain and the erosion of sectoral bargaining in Germany, and identify the respective roles of behavioral and compositional change.

The Dynamics of Workplace Wage Inequality in the United States,
(May 2009), We explore earnings variance across plants in the US economy over the quarter century to 2002. We show that across plant earnings variance is considerable. It has risen markedly - whatever measure of variance or inequality is used – and may account for all of the increase in wage variance across individuals. Most of the growth occurs within industry. Business services accounts for a rapidly increasing share of the total variance in log earnings across plants. Increasing earnings variance within FIRE amounts to one-fifth of the growth in total variance in the whole economy. Plant entry and exit may account for practically all of the growth in the variance of log average establishment earnings, partly because of an increased share of new entrants in the population of establishments.

A Tale of Two Countries: Unions,Closure and Growth in Britain and Norway,
(Mar 2009), Using linked private sector employer-employee panel data for Britain and Norway we explore the effects of unionization on workplace closure and employment growth over the period 1997-2004. Unions prolonged the life of low-wage workplaces in Britain, whereas Norwegian unions increased (reduced) closure hazards in high (low) waged workplaces. Contrary to earlier studies, unions had no effect on workplace growth in Britain. In Norway, union workplaces experienced 4 percent per annum lower growth. However, the estimation of a dynamic panel data model for Norway indicates positive long-term causal effects of union density on employment.

The Returns to Scarce Talent: Footedness and Player Remuneration in European Soccer,
(Jul 2009), We investigate the salary returns to the ability to play football with both feet. The majority of footballers are predominantly right footed. Using two data sets, a cross-section of footballers in the five main European leagues and a panel of players in the German Bundesliga, we find robust evidence of a substantial salary premium for two-footed ability, even after controlling for available player performance measures. We assess how this premium varies across the salary distribution and by player position.

From industrial relations to human resource management: the changing role of the personnel function,
(Aug 2009), The evidence from 25 years of the Workplace Employment Relations Surveys shows
that a growing number of workplaces have a personnel specialist in place and that an
increasing proportion of these specialists have relevant qualifications. Personnel
management is becoming more embedded and more professionalised. It is reasonable
to assume that personnel specialists are hired to apply contemporary best practice and
thereby, perhaps indirectly, to improve performance. Our analysis fails to support this
assumption. Personnel specialists are more likely to be associated with traditional
industrial relations practices rather than human resource practices. Yet, on the basis
of ratings that they have provided, where more human resource practices are in place,
performance is more highly rated. Moreover, where personnel specialists are present,
including qualified specialists, performance tends, if anything, to be poorer.

Unions and Workplace Performance in Britain and France,
(Jul 2009), Using nationally representative workplace surveys we examine the relationship between unionization and workplace financial performance in Britain and France. We find that union bargaining is detrimental to workplace performance in Britain and that this effect is larger when unionization is endogenized. In France, union bargaining is associated with poorer workplace performance but the effect disappears once unionization is treated as endogenous. However, high levels of union density do have a negative impact on workplace performance in France. In

(Sep 2009), We assess fiscal policy from the perspective of fairness between generations and the relationship between this and national saving , in the context where the United Kingdom is the lowest-saving of all the OECD economies. Cross-section and pooled data suggest that governments are in a position to influence national saving and we set out a simple overlapping generation model to show the effects of national debt, of pay as you benefit systems, of legacies and movements to land prices as means of effecting transfers between generations. Having shown that governments can influence the distribution of resources between generations we then discuss three notions of fairness between generations, i) that each cohort should pay its own way, ii) that a social planner should reallocate resources between generations to achieve and inter-temporal optimum and iii ) that resources should be reallocated so that generations alive at the same time have similar living standards. In the light of these observations we discuss appropriate responses to a variety of economic shocks and we conclude with implications for policy in the aftermath of the recession.
