Trade Union Membership and Influence 1999-2009,
(Jun 2010), In this presentation, made at a DBIS seminar on trade union membership, we analyse the continued decline of trade unions and examine the possible implications for workers, employers, and unions themselves.
The research focuses particularly on the fortunes of trade unions in the decade or so since New Labour first came to power. It assesses the extent and nature of changes in union membership and bargaining coverage since the late 1990s, and also examines trends in union effects on wages, non-wage benefits and workplace performance. New analyses of data from the Quarterly Labour Force Surveys and British Social Attitudes Surveys are combined with an overview of other empirical research on patterns of unionisation and union effects in order to provide an overview of unions’ position in the British economy at the end of the Noughties.

Do Higher Wages Come at a Price?,
(Jul 2010), Using linked employer-employee data for Britain we find higher wages are associated with higher job satisfaction and higher worker stress and anxiety. The effect is robust to the inclusion of rich job controls, effort measures and workplace fixed effects. Wage effects on pay satisfaction strengthen when we instrument for wages using a hike in the national minimum wage. However, wage effects on non-pecuniary job satisfaction and job anxiety are no longer statistically significant. These findings are consistent with the proposition that, whilst higher wages lead to greater pay satisfaction, they compensate employees for the onerous job responsibilities which induce anxiety. Mean wages of co-workers are positively associated with pay satisfaction but there is no significant association with non-pecuniary job satisfaction or job stress.

(Feb 2010), Using an extensive set of establishment and individual data, we estimate the extent to which the variance of earnings among establishments increased in 1977-2002 and its contribution to the increased dispersion of US earnings among individuals. We find that more than 70 percent of the increase in the variance of earnings in this period occurred across establishments. More than two thirds of the growth in establishment wage dispersion arises from changes within detailed industry and region. Two industries contributed disproportionately to earnings inequality. Business services accounted for a growing share of the total variance in log earnings across plants, while the increased variance in earnings in finance, insurance, and real estate accounted for one-fifth of the growth in variance in the whole economy.
Decomposing the increase in earnings among establishments between rising inequality among existing establishments and changes in inequality due to the earnings of establishments that enter or exit the economy we find that the bulk of the increase occurred among existing establishments.
We reject explanations that attribute the increase in the variance among establishments to increased returns to human capital or increased sorting of observable skills across plants. The factor most closely related to the increased dispersion in earnings across plants is the increase in the dispersion in labor productivity among plants. Evidence of rent sharing and of the growing importance of inter establishment wage dispersion run, given the declining strength of union, counter to the usual analysis of wage-setting in a competitive market.

Does Higher Involvement Lead to Higher Pay?,
(Nov 2010), Seminar at University of St Gallen, Switzerland: Using nationally representative survey data for Finnish employees linked to register data on their wages and work histories we find wage effects of high involvement management (HIM) practices are generally positive and significant. However, employees with better wage and work histories are more likely to enter HIM jobs. The wage premium falls substantially having accounted for employees’ work histories suggesting that existing studies’ estimates are upwardly biased due to positive selection into HIM. Results do not differ significantly when using propensity score matching as opposed to standard regression techniques. The premium differs markedly across different types of HIM practice and there are heterogeneous returns to HIM across types of employee.

Do Salaried Workers Perform Better Than Piece Rate Workers?,
(May 2010), Empirical evidence links switches to performance-related pay with improved worker performance. But pure piece rate working is uncommon. The majority of workers are salaried. We exploit a natural experiment in which some workers in a particular occupation (football referees) switch from pure piece rate to salaried annual contracts. We use this to establish the effects on worker performance. Worker performance improves among those who move onto salaried contracts relative to those who do not. The finding is robust to the introduction of worker fixed effects indicating that it is not driven by better workers being awarded salary contracts. Nor is it sensitive to workers sorting into or out of the profession. Improved performance could arise from the additional effort workers exert due to career concerns, the higher income associated with career contracts (an efficiency wage effect) or improvements in worker quality arising from off-the-job training which accompanies the salaried contracts.

Do Unions Contribute to Workplace Closure?,
(Sep 2010), In recent years, the Nordic countries have received increased attention due to apparent labour market success, with relatively low levels of unemployment and high participation rates. One of the institutional features shared by the Nordic countries is that they provide a higher degree of centralisation in the collective wage bargaining process. One understanding of this apparent success and the relation to bargaining regime is provided by the theoretical framework of Moene and Wallerstein (1998). Moene and Wallerstein show that wage compression through centralised wage bargaining may result in higher profits and greater entry of new plants than either decentralised or competitive labour market. In equilibrium thus centralised wage bargaining increases the rate of workplace closure relative to market-set wages, whereas local bargaining reduces closure rates.
We test these propositions with workplace micro-data from Norway and Britain, prototypical cases of centralized and localised bargaining respectively, by estimating Probit-regressions as well as discrete time grouped data proportional hazard rate regressions. We utilise questionnaire survey data from Britain and Norway plus additional register data information which is only available for Norway. First, we exploit the British Work¬place Employment Relations Survey (WERS) Panel 1998-2004. The level of observation is the workplace, namely a place of employment at a single address or site. The 1998 data are a stratified random sample of workplaces in Britain with at least 10 employees. In addition, we utilise linked data from employees to identify workplaces’ rank in the wage distribution. Of the 1,506 private sector workplaces in the 1998 survey, 1,262 were still in existence in 2004 and 240 had closed down. Second, we exploit the Norwegian Work¬place Employment Relations Survey 1997 and 2003 (NWERS). They comprise a questionnaire, answered in the early winter of 1997 and 2003 by the daily manager or personnel manager of roughly 2300 stratified random sampled Norwegian establishments in both the public and private sectors with more than 10 employees. Of the 1,614 private sector workplaces in the 1997 survey, 1,220 were still in existence in 2003 and 394 had closed down. The third data source is the Norwegian public administrative register data, comprising all employers and their employees in Norway 1995–2004 (roughly 150000 employers and 1800000 employees each year) employed on May 15th each year. Each worker, each establishment and each firm are identified by unique identifying numbers, making it possible to track workers as well as establishments and firms through time.
We find that, in keeping with M-W’s model, conditioning on wages, stronger unions reduces the exit rate of workplaces under local bargaining and increase it under centralised bargaining. We discuss the implications of these findings for our understanding of unionization.

paying for performance: incentive pay schemes and employees\' financial participation,
(May 2010), This report presents a critical reading of the existing literature, both theoretical and empirical. It documents a wide array of empirical results on the patterns of performance related pay both within and across countries. Three ‘case studies’ in personnel economics, which use company-specific data, provide new evidence on the economic effects of incentive schemes.
In the final part of the report, we ask whether government should intervene to support the implementation of incentive pay schemes. In particular, in the light of the current economic recession we ask whether the introduction or a wider diffusion of incentive pay may be regarded as a way to consolidate and speed up the recovery.
