) Sure Start Local Programmes in England: Improving the Employability of Parents, Sure Start local programmes in England have a target to improve the employability of parents of children under four. This paper explores via a series of case studies the ways in which programmes address this target. Programme actions fall into five typologies: active, lifelong learning, intermediate labour market, passive and disengaged. However, even in active programmes the involvement of parents in this area of activity is limited.
