Measuring the output of the public sector is fraught with difficulties that were long thought to be insurmountable. This led to the question of what the public sector does being answered simply with how much it spent. This presentation will survey recent attempts to generate more useful measures of the output and productivity of the public sector. It will consider what it is we are trying to measure, how one ought to go about doing it and how these might depend on the precise questions being asked. It will provide illustrations from a number of government services, including the big political bugbears of health and education spending.

This presentation will examine the changing systems of healthcare provision in the EU and compare them with that of the markedly different US system. It will examine the economic, organisational and innovation characteristics of the health sector and review the existing evidence on performance. In particular, it will examine the effect of the structure of the healthcare system on performance and consider recent attempts to improve efficiency through reform in the context of organisational changes.

This study investigates the effects of skill shortages on the dynamics of employment at the firm level for UK manufacturing between 1984-94.
ABSTRACT.
We find that shortages of skilled labour have a statistically significant effect on firms’ employment behaviour. It has a positive effect on firms’ adjustment costs leading to employment being more sluggish to respond when the labour market is tight, implying that employment adjustment will be more responsive in the downward direction.

Measuring International Comparative Performance in the Provision of Public Services: A Review,
This paper considers the measurement of performance in public service provision in an
international context. It first sets out the measurement issues in general terms. The paper
then applies these methods to estimate labour productivity in the education sector
comparing the UK experience with that in the US from the mid 1990s. The results suggest
reasonable labour productivity growth in UK education over this time period and show the
UK outperforming the US.

Absorptive Capacity and Frontier Technology: Evidence from OECD Manufacturing Industries, Presented to the Royal Economic Society Annual Conference, University of Warwick.
In this paper we examine the three facets of technology: its creation, dispersion and absorption. We investigates whether differences in absorptive capacity help to explain cross-country differences in the level of productivity. We utilise stochastic frontier analysis to investigate two potential sources of this inefficiency – differences in human capital and R&D – for nine industries in twelve OECD countries over the period 1973-91. We find that inefficiency in production does indeed exist and it depends upon the level of human capital of the country’s workforce. Evidence that the amount of R&D an industry undertakes is also important is less robust.
