Summary & aims

The Department for Business, Innovation and Skills (BIS) has commissioned a report from NIESR which aims to develop the British Business Bank’s (BBB) understanding of the SME securitisation market in order to inform policy.

Methodology

The report aims to collect and present evidence on trends in the UK SME securitisation market and contiguous markets, and analyse which factors and/or characteristics contributed to these trends, with particular attention to the performance of UK securitisation markets in the recent financial crisis and its aftermath. We will compare attempts at UK SME securitisations to trends in other securitisation markets in the UK and internationally. We will draw on international securitisation markets and initiatives, the national and international regulatory environment and take the economics of incentives into account.

The report will include a detailed analysis of all relevant market failures and obstacles to SME securitisation markets, as well as providing policy options for overcoming them.

The project began in July 2014 and completed in October 2014.
