Summary & aims

The Troubled Families programme seeks to improve outcomes for members of families with multiple problems in relation to worklessness, crime and antisocial behaviour, engagement with the education system and other factors which have an impact on public expenditure. Local authorities are tasked with ensuring that families are directed to relevant sources of support and that their problems are considered as a whole, rather than independently of each other. The purpose of the evaluation is to establish whether the Troubled Families programme has been successful in achieving its aims and identify ways in which effectiveness could be improved.

Methodology

Methods There are multiple strands to the research, exploring the way in which the programme is delivered by local authorities, the impact of the intervention on families and the cost-effectiveness of the initiative.  The consortium of independent research organisations responsible for evaluating the Troubled Families programme is lead by Ecorys.  NIESR’s role is to use pre-existing data sources to establish the causal impact of the programme on a range of different outcomes that the intervention seeks to effect. Timescale and funding The Troubled Families programme began in April 2012.  The evaluation commenced in February 2013 and was completed at the end of 2015.  It is funded by the Department for Communities and Local Government and the Local Government Association.
