Strategic policy advice and analysis to the Equality and Human Rights Commission on their Section 31 investigation of HM Treasury.

Methodology

Under the Equality ACt 2006 the EHRC may assess the compliance of a public body with the public sector equality duties. The EHRC produced a Section 31 assessment of HM Treasury in 2012.  http://www.equalityhumanrights.com/legal-and-policy/inquiries-and-assessments/section-31-assessment-of-hm-treasury/the-assessment-final-report/  This was based in part on research conducted for the EHRC by NIESR. The EHRC has now commissioned NIESR to assist in their follow up work in two respects. - policy advice and analysis in respect of EHRC's follow up report and interaction with EHRC's expert advisory group - microsimulation modelling of the impact of policy changes on equality groups ("cumulative impact assessment"). The modelling is being undertaken by Howard Reed (Landman Economics). Timescale July 2013 to March 2014
