On 2 June 1938 with funding from the Rockefeller Foundation, the Pilgrim Trust, the Leverhulme Trust and the Halley Stewart Trust, the National Institute of Economic and Social Research was formed.

Now, 85 years to the day, we marked the occasion with a panel discussion on "The Failure of Economic Policy" and a display of current research from the team at NIESR.

About the Participants

Joel Hills is the Business and Economics Editor for ITV News, where he provides in-depth coverage and analysis of the latest UK and global business/economics stories. Joel joined ITN in 2014, following four years at Sky where he gained recognition for his original journalism.

Nicholas Ian Macpherson served as Permanent Secretary to the Treasury from 2005 until 2016, manging the department through the wider financial and economic crisis which began in 2007, as well as the 2014 Scottish independence referendum. He was nominated for a crossbench peerage in David Cameron's resignation honours and joined the House of Lords on 4 October 2016.

Kate Barker was an external member of the Bank of England’s Monetary Policy Committee for three terms between 2001-2010. During that time, Kate was commissioned by the government to conduct a major independent policy review of UK Housing Supply, and subsequently a review of Land Use Planning.

Frances Ruane is a former director of the Economic and Social Research Institute (ESRI) in Dublin, Ireland and recognised expert on the effect of foreign direct investment (FDI) on host economies. She is currently Chair of the National Competitiveness and Productivity Council and in that role she represents Ireland on the European Network of National Productivity Boards. Earlier in her career, she held positions in the Industrial Development Authority, the Central Bank of Ireland and Queen’s University, Kingston, Ontario.

Ed Balls is a broadcaster, writer and economist, as well as former Member of Parliament and Shadow Chancellor of the Exchequer (2011-2015).  In addition to his television commitments, Ed is currently Professor of Political Economy at King’s College, London, a Research Fellow at the Harvard Kennedy School and co-Chair of the UK Holocaust Memorial Foundation.
