What features will characterise the post-war Ukrainian economy? How can a programme for its development and reconstruction be established?

As the one year anniversary of Russia’s invasion of Ukraine approaches, and despite little respite in the intensity of the conflict, this seminar by members of the Ukrainian Economic Reconstruction Council will discuss the common factors of innovation policies behind successful economies. With the conflict presenting a historic opportunity to adopt a new approach, and minimise the time of development, their presentations will explore a ‘fast state’ approach that focuses on adopting reforms to improve both speed and efficiencies and allow a quicker adaptation to the challenges faced by global economies. Whether these be international supply chains, market demands, automation of business processes or reducing barriers to trade.

Opening remarks will be delivered by Dmytro Natalukha, a Ukrainian politician and Chair of the Economic Affairs Parliamentary Committee, with the presentation from Vladyslav Davydov and Glib Buriak.

Speaker Biographies:

Dmytro Natalukha
Dmytro is a Ukrainian politician and Chair of the Economic Affairs Parliamentary Committee, as well as a member of the Permanent Delegation to the Parliamentary Assembly of the Council of Europe.

Commencing his career in leading Ukrainian and international law firms, in 2014 he graduated from the University of Cambridge with a Master of Philosophy in International Relations and Politics and joined “Right to Protection”, an executive partner to the UNHCR, with a focus on internally displaced people.  From there he was appointed head of the Kominternovska district state administration in Odesa region and since 2019, he has been people's deputy (Member of Parliament) of Ukraine of the 9th convocation.

In 2021 Dmytro was listed amongst the “100 most influential Ukrainians” and the “100 most promising Ukrainian politicians.

Vladyslav Davydov
Vladyslav is an advisor to the Head of Committee for the Ukrainian parliament, providing policy analysis on areas including the economy, foreign affairs and security. He is, additionally, an expert for the Ministry of Economy of Ukraine and the National Council for the Recovery of Ukraine from the Consequences of the War, where he participates in the development of operational decisions and the preparation of a fully-fledged program for Ukraine’s postwar economic recovery.

Glib Buriak
A graduate of the National University of Kyiv, with a doctorate in International Economics, Glib is Associate Professor in the Ukrainian American Concordia University in Ukraine with a focus on the economics of developing countries and contemporary problems in international economics. As both a columnist for a variety of media sources, as well as an academic publisher, he has authored a number of papers on international economic relations, including most recently a macroeconomic evaluation of the Ukrainian state renovation program.
